No he's just not paying attention. The wanted quests are built into both the leveling guides and the "Zandalar Forever" achievement guide. They aren't in the rep guide because they are not repeatable and by the time you hit max level they should be done. You'll also notice the rep guide doesn't contain every single possible completable quest that rewards rep. It is designed to focus on repeatable objectives, world quests, large quest lines, and missions.
after leveling up im considering leaving the game, plenty of quests with bugs missing npcs and really no one in the worls, feels like a single player game. also current content is the worst possible, leveling in legion remind me of how good it was, all the spots had something i could do, i look i farmed dh hidden appearance here, bfa its like wod with 0 content and nothing better then grind.
Just think for a moment about your average gameplay time. On the whole, reviewers seem to be very pleased with the results they have obtained from using the levelling guides. So i bought it and installed it. Every dungeon in world of warcraft have quests that can be done inside of it, although some dungeons only offer quests for either alliance or horde characters. Of the gear that drops in the instances will never drop on monsters you kill out in the world. So this can be absolutely risk free at all. What the heck is this "addon" you keep talking about.  Dugi’s Guide has released their Cataclysm bonus which is an in game talent advisor.  Finally and actual bonus worth talking about; or so I thought.  Once on the inside of  Dugi’s Guide members area the truth was revealed.  The talent advisor bonus is just the 3rd party addon “Talenteds”!  Using TomTom add on for navigation is already a large negative in my books, now offering a free addons as a bonus.  Dugi, Dugi, Dugi.. – not cool.  I’m tempted to take another point away from Dugi but that would be my personal opinion.
Battle for Azeroth’s War Mode puts you into PvP mode and grants you 10 percent extra experience. But since the two factions will mostly level in separate zones entirely, you should almost definitely have this on when you’re leveling. That said, if you start getting killed by random PvP players consistently, stop using it. Although 10 percent is nice, it’s not worth dying every few minutes for. 

Zygor has more steps and details, which would be more suited to beginners. Working with others can be a challenge, depending on your team, but it's always an interesting dynamic to work as a team in a dungeon.             if you have no clue on how to earn repute and thorougheveryday quest, these are for you. Dugi has two icons that pop up, one is inside the guide beside the quest and the other pops up beside the target button icon (shown in the first screenshot below). My guide seems to be broken in game, i cannot move the guide from it’s current location and the button attached to the minimap won’t allow me to do anything but when i press it, it does tell me that “dugis guide off”. And best of all, it is available inside our in-game leveling guide so you can also access the talent guide from inside the game.
